I'll Dumb Them Down a Little

I was watching "My name is Earl" which I really like, but I've always noticed it had a lot of (How do you say?)( Globalist?) propaganda in it. If you follow that kind of thing you know they like to subtlety forewarn what they are going to do or brag about what they are already doing to the masses.
Anyway, in this case, Joy was fishing in an aquarium, the "fish" weren't biting. She say's
"They're too smart,(to take the bait) I'll have to dumb them down a little." Then she pours some vodka in the water.
I was like "Man, that's what they are trying to do to us."
